USDA AMS seeks bids for bulk chicken and chicken products under its Master Invitation for Bids Domestic Commodity Procurement for use in Federal Food and Nutrition Assistance Programs; the acquisition is not set aside for small business. This combined synopsis/solicitation is the only solicitation, and offers are requested without a separate written solicitation. Interested parties with concerns should first contact the Contracting Officer, who will try to respond or resolve the concern within 10 business days; this Tier 1 engagement does not pause solicitation deadlines, delay award decisions, or suspend performance. Unresolved concerns may be filed as an agency protest with the Contracting Officer or USDA Independent Review Authority, with USDA striving to resolve agency-level protests within 35 business days; awards or performance are suspended during protests unless justified for urgent and compelling reasons or the Government’s best interest. Protests must include the information required by FAR 33.104-4(a)(3), be submitted electronically to SPE.inquiry@usda.gov and the Contracting Officer, and be filed within FAR 33.104 timeframes.
