This announcement is the only solicitation and requests offers through an invitation for bid for Dehydrated Potato Products, with provisions and clauses incorporated by reference and available at www.acquisition.gov. Interested parties with concerns should first submit them to the Contracting Officer, who will make every effort to respond or resolve within 10 business days; Tier 1 engagement is not an official agency protest and does not pause the solicitation, delay award, or suspend performance. If unresolved, an interested party may file a written agency protest with the Contracting Officer or the USDA Independent Review Authority, including the information required by FAR 33.104-4(a)(3), submitted electronically to SPE.inquiry@usda.gov and the Contracting Officer. Agency protests must be timely under FAR 33.104, and contract award or performance will be suspended during the protest period unless justified for urgent and compelling reasons or the Government’s best interest. USDA strives to resolve agency-level protests within 35 business days, and filing with USDA precludes filing the same matter with GAO or another external forum while the agency protest is pending.
