This is a combined synopsis/solicitation issued as an IFB for Cheddar Products, not set aside for small business concerns, and no separate written solicitation will be issued. USDA protest procedures first direct concerns to the Contracting Officer, who will attempt to respond or resolve within 10 business days without pausing solicitation or contract actions. If unresolved, an agency protest may be filed with the Contracting Officer or USDA Independent Review Authority, with required information under FAR 33.104-4(a)(3), and USDA aims to resolve agency protests within 35 business days. Awards or performance are suspended during an agency protest unless justified for urgent/compelling reasons or determined to be in the Government’s best interest.
