Interested parties with concerns should first contact the Contracting Officer under Tier 1, where USDA will make every effort to respond or resolve within 10 business days, but Tier 1 is not an official protest and does not pause the solicitation process, delay award decisions, or suspend performance. If unresolved, an agency protest may be filed with the Contracting Officer or USDA Independent Review Authority, must state the forum election and include FAR 33.104-4(a)(3) information, should be submitted electronically to SPE.inquiry@usda.gov and the Contracting Officer, and USDA strives to resolve it within 35 business days.
