This is a combined synopsis/solicitation issued as an invitation for bid for commercial Ham and Pork products; it constitutes the only solicitation, and no separate written solicitation will be issued. The acquisition is not set aside for small business concerns and incorporates provisions and clauses by reference, available at acquisition.gov. Interested parties with concerns should first submit them to the Contracting Officer, who will strive to respond or resolve within 10 business days, but Tier 1 engagement does not pause solicitation activities, delay award decisions, or suspend contract performance. If unresolved, parties may file an agency protest with the Contracting Officer or USDA Independent Review Authority, including the information required by FAR 33.104-4(a)(3) and submitting electronically to SPE.inquiry@usda.gov and the Contracting Officer; awards or performance are suspended during the protest unless urgent/compelling or best-interest exceptions apply. USDA strives to resolve agency-level protests within 35 business days, and filing an agency protest bars concurrent GAO or other external protests on the same matter while pending.
