This combined synopsis/solicitation is the only solicitation for fresh oranges, is set aside for small business concerns, and requests offers under an IFB with no separate written solicitation to be issued. Interested parties with concerns should first raise them with the Contracting Officer, who will make every effort to respond within 10 business days without pausing award decisions or contract performance. If unresolved, a written agency protest may be filed with the Contracting Officer or USDA Independent Review Authority, must include the information required by FAR 33.104-4(a)(3), and USDA aims to resolve it within 35 business days. Awards or performance are suspended during the protest period unless justified for urgent and compelling reasons or determined to be in the Government’s best interest, and filing with USDA precludes concurrent GAO or external protests on the same matter.
