This is a combined synopsis/solicitation issued as an invitation for bid for commercial cooked meats—beef crumbles, pulled pork, chicken pulled, and chicken fajita strips—and it is set aside for small business concerns. No separate written solicitation will be issued. Interested parties with concerns should first contact the Contracting Officer under USDA Tier 1, where the agency will endeavor to respond or resolve concerns within 10 business days. If unresolved, a written agency protest may be filed under Tier 2 with the Contracting Officer or USDA Independent Review Authority; USDA strives to resolve agency-level protests within 35 business days, and awards or performance are suspended during the protest period unless justified for urgent and compelling reasons or determined to be in the Government’s best interest. Protests must include the information in FAR 33.104-4(a)(3) and be submitted electronically to SPE.inquiry@usda.gov and the Contracting Officer.
