USDA is requesting offers for Frozen Beef Coarse Ground Products for Domestic Food Assistance Programs under an invitation for bid; the acquisition is a partial small-business set-aside, and this announcement is the only solicitation. Interested parties with concerns should first submit them to the Contracting Officer, who will attempt to respond or resolve the issue within 10 business days; this Tier 1 engagement is not an official agency protest and does not suspend award or performance. If unresolved, a written agency protest may be filed with the Contracting Officer or the USDA Independent Review Authority, must include the information required by FAR 33.104-4(a)(3), and must be timely under FAR 33.104. Agency protests suspend award or performance unless justified for urgent and compelling reasons or determined to be in the Government’s best interest, and USDA strives to resolve them within 35 business days. Protesters electing USDA review agree not to file on the same matter with GAO or another external forum while the agency protest is pending, and external filing will cause dismissal.
