The acquisition is set aside for small business concerns and incorporates provisions and clauses by reference. Interested parties with concerns should first contact the Contracting Officer, who will make every effort to respond within 10 business days. Unresolved concerns may proceed as an agency protest, which USDA strives to resolve within 35 business days, and awards or performance are generally suspended during the protest period unless justified for urgent and compelling reasons or determined to be in the Government’s best interest.
