Concerned parties should first seek Tier 1 resolution from the Contracting Officer, with a response or resolution targeted within 10 business days, and Tier 1 engagement does not pause deadlines, delay award, or suspend performance. If unresolved, a written agency protest may be filed with the Contracting Officer or USDA Independent Review Authority, must include the information required by FAR 33.104-4(a)(3), and should be submitted electronically to SPE.inquiry@usda.gov and the Contracting Officer.
