Agricultural Marketing Service (AMS), Commodity Procurement Program (CPP), continues to procure food boxes as part of COVID-19 response efforts. These procurements are part of the Farmers to Families Food Box (FFFB) assistance program, created under Presidential national emergency declaration made on March 13, 2020, under section 501(b) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. 5121-5207 (the “Stafford Act”) , as emergency food assistance. Commodities will be distributed to underserved areas of the United States. This is a combined synopsis/solicitation for Basic Ordering Agreement(s) (BOA or Agreement) to feed insecure populations nationwide. This announcement constitutes the only solicitation; BOA proposals are being requested and no other written solicitation will be issued to the public. Successful offerors will have a BOA established between USDA and their firm, and Orders for deliveries may be placed against these Agreements. The needs of the Government have been deemed as unusual and compelling in accordance with 6.302-2, and some Orders to BOA holders may be awarded using other than full and open competition. This synopsis/solicitation is prepared in accordance with 12.603.
