USDA is requesting offers under an international commodity IFB for bulk Hard Red Winter Wheat and Sorghum; the acquisition is not set aside for small business, and this announcement is the only solicitation. Concerns about the solicitation or award should first be sent to the Contracting Officer, who will try to respond or resolve them within 10 business days, and Tier 1 engagement does not pause the solicitation, award, or performance. Unresolved concerns may be filed as an agency protest with the Contracting Officer or USDA Independent Review Authority, must include FAR 33.104-4(a)(3) information, and must be timely under FAR 33.104. Agency protests generally suspend award or performance unless justified for urgent/compelling reasons or best interest, and USDA aims to resolve them within 35 business days. By filing with USDA, protesters agree not to pursue the same matter with GAO or another external forum while the agency protest is pending.
