This is a combined synopsis/solicitation issued as an invitation for bid for commercial Peas, Vegetable Oil, Wheat, and Super Cereal Plus, and it is the only solicitation; no separate written solicitation will be issued. The acquisition is a partial set-aside for small business concerns and incorporates FAR provisions and clauses by reference, available at www.acquisition.gov. Interested parties should first raise concerns with the Contracting Officer and may use USDA’s Ombudsman Program for Agency Protests, including informal ADR or formal agency protest. Formal OPAP protests should be submitted electronically to SPE.inquiry@usda.gov and the Contracting Officer, with the agency aiming to resolve protests within 35 calendar days of filing. Protesters electing the USDA forum agree not to pursue the same matter concurrently with GAO or another external forum.
