The data will support economic and policy research, including analyzing SNAP purchases, effects of food restriction waivers, imputing benefit distribution days, item substitutions, and food demand elasticities. USDA may link the data with commercial or government data and collaborate with external researchers, with aggregated findings published after compliance review. Interested parties must submit a capability statement, SAM.gov UEI, and indicate business size under NAICS 541720. The government will use responses to determine the acquisition method and whether a set-aside is possible.
