USDA Forest Service, Superior National Forest, Northeast Interagency Incident Support Cache Purchase of 2 (two) Waterax brand Watson Edition Pump Kits consisting of two separate kits for pump end and engine side tool kits for refurbishment and repair of Watson Edition high pressure pumps entering into inventory within the national cache system. The statutory authority permitting limited sources for this requirement is FAR 8.405-6(a)(1)(i)(B). Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. Tool kits are specialty kits that are necessary for servicing new “Watson edition” fire pump (NFES #0148). These pumps are starting to show up in national inventory and the Region 9 Fire Cache needs to obtain 2 each complete sets (702114 and 702108) in order to maintain and repair pumps that Federal and State agencies will have serviced through the pump shop. As these are not available aftermarket only the authorized Waterax vendors are options for purchase.
