Introduction. This pre-solicitation notice is for information only and is not a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept proposals as a result of this pre-solicitation. If a competitive solicitation is issued in the future, it will be announced via the System for Award Management (SAM) at SAM.gov and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation or a promise to issue a solicitation, and this information is subject to modification and in no way binds the Government to award a contract. 2. Applicable North American Industry Classification System (NAICS) Code. The applicable NAICS CODE: 237310 – Highway, Street, and Bridge Construction (Size Standard in millions of dollars $45M). 3. Type of Contract to be Awarded. As a result of this pre-solicitation and possible solicitation, the Special Project Operations Center, Intermountain Branch, plans to award a firm fixed price contract. 4. Type of Solicitation. The solicitation, if released, will be governed by Federal Acquisition Regulation Part 15, “Contracting by Negotiation”. 5. Pre-solicitation Posting Period. This pre-solicitation will be posted for 15 days. 6. Contracting Office Points of Contact. Mark Reed, Contract Specialist, mark.reed@usda.gov 7. Contract Description. This project will replace a bridge at MP 1.70 on Crazy Woman Road. Work will include removing the existing bridge, constructing a new 60’ long by 18’ 4” wide bridge with steel girders and a glulam deck on precast concrete sills. Work will also include riprap work along the channel and approach guard rails. Additional work may also include replacing an existing large open bottom culvert at mile 4.55 with a 72’ long by 18’4” wide bridge with steel girders and glulam deck with on precast concrete sills and riprap work along the existing channel, approach rails and construction of a gabion basket retaining wall at mile 4.56. Additional work may also include rehabilitation of a bridge at MP 4.21, and construction of gabion basket retaining walls at MP 4.29, MP 4.45, and MP 4.88, and culvert replacement at MP 4.55. All mileposts referenced are along Crazy Woman Road. The contractor shall furnish all labor, materials, equipment, tools, transportation, and supplies and shall perform all work required to complete the project as shown on the plans, shown on the manufacturer’s shop drawings, and as described in the Standard Specifications (FP-14) and Forest Service Supplemental Specifications (FSSS). 8. Project Location. The project site is in located in the Bighorn National Forest, Powder River Ranger District, Johnson County, Wyoming. 9. Site Visit. A site visit is tentatively scheduled for September 10, 2024. A firm date will be posted in the Solicitation. 10. Estimated Period of Performance. Approximately January 1, 2025, through July 1, 2026 11. Disclosure of Magnitude. The anticipated magnitude for this project is between $1,000,000.00 and $5,000,000.00. 12. Type of Set-aside. Total small business set-aside. 13. Responses. Interested and capable sources are encouraged to respond to this pre-solicitation with a Statement of Capability. In addition to a Statement of Capabilities, firms responding to this announcement should include company name, Unique Entity Identification, point of contact, address, and indicate whether they are a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned business, HUBZone small business, small disadvantaged business, or women-owned small business.
