This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in FAR Subpart 12.6, utilizing FAR part 13 procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 1132710 and this combined synopsis/solicitation is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2024-05, dated May 22, 2024. This is a Total Small Business Set-Aside with a NAICS code of 238150 Glass and Glazing Contractors and a size standard of $19.0M. The resulting award will be for one (1) firm fixed price line items. CLIN 0001 will be for one lump sum amount to replace windows in Building 1180 in accordance with the Performance Work Statement (PWS). This is a solicitation for replacement of windows in Building 1180 in accordance with the PWS. Work must be completed within 60 days of the date of award. Location of work, inspection, and acceptance: Beltsville Agricultural Research Center (BARC), USDA, BARC Building 1180, Beltsville, Maryland. FAR Provision 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition. FAR Provision 52.212-2, Evaluation-Commercial Products and Commercial Services, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: price, technical capability, and past performance. Technical and past performance, when combined, are less important than price. Offers are advised to include a complete copy of FAR Provision 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services. FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition. REJECTION OF QUOTATION: Failure to demonstrate compliance or to submit all items requested in solicitation will be cause to reject the quote without further discussions. DISCUSSIONS: The Government intends to award without discussions but reserves the right to conduct discussions should it be deemed in the Government's best interest.
