1. Introduction. This pre-solicitation notice is for information only and is not a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept proposals as a result of this synopsis. If a competitive solicitation is issued in the future, it will be announced via The System for Award Management (SAM) at SAM.gov, and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation or a promise to issue a solicitation, and this information is subject to modification and in no way binds the Government to award a contract. 2. Applicable North American Industry Classification System (NAICS) Code. The applicable NAICS code is 236220 – Commercial and Institutional Building Construction (Size Standard in millions of dollars $45M). 3. Type of Contract to be Awarded. As a result of this synopsis and possible solicitation, the Special Project Operations Center, Intermountain Branch, plans to award a firm fixed price contract. 4. Type of Solicitation. The solicitation, if released, will be governed by Federal Acquisition Regulation Part 15, “Contracting by Negotiation”. 5. Synopsis Posting Period. This synopsis will be posted for 15 days. 6. Contracting Office Points of Contact. Janice King, Contract Specialist, at janice.king@usda.gov and Lucas Dahlman, Contracting Officer, lucas.dahlman@usda.gov. 7. Contract Description/Information. This project consists of remodeling specified areas of Building 24 located in the Lolo National Forest Headquarters at Fort Missoula, Montana. The work will include remodeling the south wing on the upper floor to accommodate Missoula Dispatch which is currently operating at 14th and Catlin. The work will also include remodel of front desk area, single private office remodel in north wing of upper floor, minor exterior work such as gutters, and intstalling Linc Pass access control to all exterior doors. There is no Government-Furnished Property as a part of this contract. Work Hours: All work during the period of performance shall be performed between 7:00 am to 5:00 pm, Monday through Friday, with the exception of Federal Holidays (see below for holiday schedule). Any work performed outside of this timeframe shall be approved by the CO prior to start. Any work outside of daylight hours shall be accompanied by adequate lighting provided by the contractor. The stove and refrigerator will not be in the contract; however, measurements for these appliances may be needed after award. Estimate Period of Performance: The estimated Period of Performance for this contract is from November 1, 2024 until October 1, 2025. 8. Disclosure of Magnitude. The anticipated magnitude for this project is: Price Range - Base Bid: Base: $1,000,000 and $5,000,000. Price Range – Optional Items 1-4: $250,000 - $500,000 9. Type of Set-aside. Total small business set-aside. 10. Drawings/Plans. See the attached Drawings/Plans included in this Pre-solicitation. 11. Responses. Interested and capable sources are encouraged to respond to this synopsis with a Statement of Capability. In addition to a Statement of Capabilities, firms responding to this announcement should include company name, Unique Entity Identification, point of contact, address, and indicate whether they are a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned business, HUBZone small business, small disadvantaged business, or women-owned small business. In addition, please state if your company has a location in the state of Montana. Responses in the form of a Statement of Capability are due within 15 days of this synopsis and should be submitted to Janice King at janice.king@usda.gov and Lucas Dahlman at lucas.dahlman@usda.gov.
