Introduction. This pre-solicitation notice is for information only and is not a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept proposals as a result of this presolicitation. If a competitive solicitation is issued in the future, it will be announced via The System for Award Management (SAM) at SAM.gov and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation or a promise to issue a solicitation, and this information is subject to modification and in no way binds the Government to award a contract. 2. Applicable North American Industry Classification System (NAICS) Code. The applicable NAICS CODE: 237310 – Highway, Street, and Bridge Construction (Size Standard in millions of dollars $45M). 3. Type of Contract to be Awarded. As a result of this presolicitation and possible solicitation, the Special Project Operations Center, Intermountain Branch, plans to award a firm fixed price contract. 4. Type of Solicitation. The solicitation, if released, will be governed by Federal Acquisition Regulation Part 15, “Contracting by Negotiation”. 5. Presolicitation Posting Period. The project consists of road rehabilitation including asphalt concrete pavement, culverts, signage, and pavement markings. Work shall include, but is not limited to; asphalt concrete pavement, culverts, signage, and pavement markings as specified in the Plans and Drawings, Forest Service Supplemental Specifications (FSSS) and Schedule of Items. (See Statement of Work for more details). 8. Project Location. Directions from the Grand Mesa, Uncompahgre, and Gunnison (GMUG) National Forests (NF), Supervisors Office, 2250 South Main, Delta, Colorado. Travel north on Highway 50 for 2.3 miles. Turn east onto Highway 92 E. Travel east for 3.8 miles to the intersection with Highway 65 N. Turn north onto Highway 65 N. Travel north for 26.8 miles. Turn east onto National Forest System Road (NFSR 121) Trickel Park (the Grand Mesa Visitors Center is adjacent to the Trickel Park Road). Drive to the beginning of the project. Project begins at the end of the existing asphalt. Project beginning point. Station 198+96, Latitude: 39.042167°, Longitude: -107.959435° Project ending point. Station 251+94, Latitude: 39.044872°, Longitude: -107.946735° 9. Estimated Period of Performance. August 26, 2024, through October 30, 2025 10. Disclosure of Magnitude. The anticipated magnitude for this project is between $1,000,000.00 and $5,000,000.00. 11. Type of Set-aside. Total small business set-aside. 12. Responses. Interested and capable sources are encouraged to respond to this presolicitation with a Statement of Capability.
