Clarification: The gate shall include a digital key pad that will allow people to pull their vehicle up to pad and type in a key code to gain access. This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in FAR Subpart 12.6, utilizing FAR part 13 procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 1108397 and this combined synopsis/solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2023-05, dated September 7, 2023. See attached document (Specifications). The NCWMAC is not open to the public for safety and bio security reasons. All guests must schedule an appointment prior to arrival. An automated barrier arm gate for our facility is essential to allow access to authorized personnel while deterring unscheduled guests. The barrier arm will have a number keypad for convenient access without having to use a key and manually opening the gate. Scheduled, after hour deliveries will no longer need a key for entry. The gate would be located along the entrance road to our facility before the parking area, replacing the gate that is currently there. The contract would include site work and installation of the barrier arm gate. We do not have the equipment for excavation and pouring the concrete foundation. Place of delivery and acceptance: USDA, ARS, NEA, National Cold Water Marine Aquaculture Center, 25 Salmon Farm Road, Franklin, Maine 04634. Provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Provision 52.212-2, Evaluation-Commercial Items is applies to this acquisition. Evaluation will be based on Lowest Priced Technically Acceptable (LPTA). Award will be made on the basis of the lowest evaluated price of quotes meeting or exceeding the acceptability standards for non-cost factors. In order to be considered for award OFFERORS SHALL SUBMIT THE FOLLOWING: Submit Firm Fixed Price quotation (Quote on company letterhead) detailing the description, total price and valid for at least 60 days after receipt of quote. Submit SAM.gov UEI# with quotation. REJECTION OF QUOTATION: Failure to demonstrate compliance or to submit all items requested in solicitation will be cause to reject the quote without further discussions. DISCUSSIONS: The Government intends to award without discussions but reserves the right to conduct discussions should it be deemed in the Government's best interest. Offers must have a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, uploaded on sam.gov by the time quotes are due. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
