Department of Agriculture (USDA), Agricultural Research Service (ARS), Central Crops Research Station, 13223 US Business 70 West, Clayton, NC 27520. This notice is issued solely for information and planning purposes – it does not constitute the Request for Proposal (RFP). Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on or about 15 days after this synopsis is posted through the governmentwide point of entry (GPE), contract opportunities website also known as SAM (https://sam.gov) for project, construction of 30’ wide by 90’ long equipment storage building. The USDA is seeking a qualified contractor who shall provide all personnel, designs, equipment, tools, materials, supervision, and quality control necessary to perform site preparation and construction of a pre-engineered steel equipment storage building as defined in Statement of Work (SOW) and in accordance with State and Local building authorities. The completion of this project shall not exceed 90 days from date of notice to proceed. Project Objective: Shall provide the USDA, ARS, SEA, Central Crops Research Station, Clayton, NC researchers with a 30’ wide by 90’ long equipment storage building, complete and ready for immediate use. The site of work contemplated for this project is at USDA, ARS, SEA, Central Crops Research Station, 13223 US Business 70 West, Clayton, NC 27520 location. A Request for Proposal (RFP) will be issued on or about 15 days after this synopsis notice is posted through the governmentwide point of entry (GPE), contract opportunities website also known as SAM (https://sam.gov). USDA, ARS intends to issue a firm fixed price construction contract. This construction project is anticipated to be a total small business set-aside. The North American Industry Classification Code (NAICS) for this procurement is 236220 Commercial and Institutional Building Construction. The size standard $45.0 million. NO other information regarding scope, dates, etc. is available until issuance of the solicitation on https://sam.gov/. In accordance with FAR 36.204 Disclosure of the Magnitude of Construction Projects. The magnitude of this contract project is between $250,000 and $500,000. During the solicitation phase, contractors will be provided the opportunity for a Site Visit and to ask any relevant questions during the site visit. The date and time of site visit will be provided in the solicitation document when issued. Prior to commencing work, the contractor receiving award shall provide proof that an OSHA certified "competent person" (CP) (29 CFR 1926.20 (b)(2)) with 30-hour OSHA certification will maintain a presence at the work site whenever the general or subcontractors are present. All employees of general contractor or subcontractors on site shall have the 10-hour OSHA certified Construction Safety course. Potential Offerors are responsible for monitoring this site for release of the RFP package and any amendments. All offerors shall be registered with the System for Award Management per FAR clause 52.204-7 and 52.204-8. A Bidder's List WILL NOT be prepared nor distributed by the Contracting Officer.
