The intent of this Pre-solicitation Notice is for informational purposes only. The U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), Contracting Operations Branch (COB) intends to award a sole source firm fixed price purchase order with a base period of one year and four one year option periods to the American Phytopathological Society for subscription services for perpetual electronic access for all USDA users to selected publications from the American Phytopathological Society. The statement of work is attached for reference. The proposed contract will be awarded using Justification for Other Than Full and Open Competition procedures citing the authority FAR 13.106-1(b)(2), soliciting from a single source only one source reasonable available. The incumbent, The American Phytopathological Society, is currently performing these services on contract 1232SA19P0140. The justification for other than full and open competition is attached for reference. The synopsis does NOT constitute an Invitation for Bids (IFB), a Request for Proposals (RFP) or Request for Quotes (RFQ) nor does it restrict the Government as to its ultimate acquisition approach. The Government does not intend to award a contract on the basis of this notice, nor will it reimburse firms for any costs associated with preparing or submitting a response to this notice. However, all responsible sources, meeting the requirements within the statement of work which, if received within 15 calendar days of publication of this notice shall be considered by the Government. All responses must be submitted to the Government primary point of contact at the contracting office address shown below. If no written responses are received after the publication of this notice the contract will be awarded without further notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.

This is NOT a solicitation, nor is it an announcement for a forthcoming solicitation. Submission of any information in response to this notification is purely voluntary. The Government assumes no financial responsibility for any costs incurred in providing a response. NAL is seeking a contractor to perform the following: Purpose and Scope The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), National Agricultural Library (NAL) requires electronic access via IP authentication or other mutually agreed upon authentication method over the internet for all USDA users and public on-site users to specified publications published by the American Phytopathological Society (APS). Responses should be no more than 10 pages and include the following information: Organization Name; Contact Name, e-mail address and phone number; Organizations UEI number; Any related GWAC, BPA, or GSA Schedule you participate in; Business size status for the applicable NAICS code of 513120 Periodical Publishers. Size standard 1,000 employees; A statement of capability with appropriate detail how the vendor intends to fulfill the requirements listed within the statement of work. Interested vendors are instructed to provide only the data requested. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any nonproprietary technical information in any resultant solicitation(s). Any additional information will not be reviewed by the USDA.
