The intent of this pre-solicitation notice is for informational purposes only. The USDA/ARS/COB intends to award a sole source firm-fixed price contract for 12 months to the Association of Research Libraries for membership privileges for the National Agricultural Library. The proposed contract will be awarded using Justification for Other than Full and open Competition (JOFC) procedures citing the authority of 41 USC 3304(A)(3) as implemented by FAR 6.302-1 Only One Responsible Source and no other supply or service will satisfy this agency requirement. This synopsis does not constitute a IFB, RFQ, or RFP; nor does it restrict the Government as to its ultimate acquisition approach. The Government does not intend to award a contract on the basis of this notice, nor will it reimburse firms any costs associated with preparing or submitting a response to this notice. However, all responsible sources meeting the requirement, which if received within 15 calendar days of this notice publication shall be considered by the Government. All responses must be submitted to the Government Primary POC, as shown on this notice. If no written responses are received, the contract will be awarded without further notice.

The association conducts a program of identification and member education on a wide range of topics related to information policy and the activities of research libraries. ARL gathers statistics on the activities of its members and develops bench marking and quantitative research tools on library operations. ARL publishes regular reports on trending topics in information policy as well as annual statistical reports. Access to these reports and other ARL data is only available to members on the ARL website. The annual membership fee covers the cost of all publications, reports, training services, and membership meetings.
