This is a pre-solicitation notice being released pursuant to Federal Acquisition Regulation (FAR) Part 5. Description: USDA Forest Service, Mark Twain National Forest has a Request for Proposals (RFP) for LRT FR 259 Road Maintenance. Contractor shall furnish all materials, equipment, transportation, labor, supervision, and other associated work necessary to complete work according to the Statement of Work. Scope of Work: This project consists of providing all materials, equipment and vehicles, labor, tools, parts, transportation, and incidentals to provide Road Reconstruction. This project consists of road reconstruction, clearing and grubbing, excavation placement compaction, drainage excavation, crushed aggregate grading, and turf establishment. A complete Scope of Work will be provided with the solicitation. Location: The principle place of performance for this contract will be in the Houston/Rolla Ranger District, Mark Twain National Forest, Texas County, MO. A formal site visit is not anticipated at this time. Prospective Offerors may request a site visit and all information for that request will be posted within the solicitation. The Government anticipates awarding a Firm Fixed-Price contract using Lowest Price Technically Acceptable. This procurement will be solicited using North American Industry Classification System (NAICS) 237310—Highway, Street, and Bridge Construction, with a small business size standard of $39.5M. A Request for Proposals (RFP) for this acquisition will be released on or about August 19, 2022 and will close on or about September 5, 2022. It is anticipated that the contract will begin on or about October 1, 2022. This acquisition will be competed as a 100% Small Business Set Aside. This is a new requirement, there is no incumbent contractor This Pre-solicitation Notice seeks to provide information to interested parties about potential opportunity to perform the construction, additions, alterations, or maintenance and repairs as described above. This Pre-solicitation Notice does not commit the Government to contract for any supply or service. Respondents are advised that the United States (U.S) Government will not pay for any information or administrative cost incurred in response to this Pre-solicitation Notice. All costs associated with responding to this Pre-solicitation Notice will be solely at the responding party's expense. Please be advised that all submissions become Government property and will not be returned. Responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract.
