The intent of this pre-solicitation notice is for informational purposes only. The U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), Contracting Operations Branch (COB) intends to award a sole source Purchase Order to CoreLogic, Inc. for ParcelPoint dataset. The Economic Research Service (ERS) seeks to purchase the CoreLogic ParcelPoint dataset to support several areas of priority research including topics related to rural broadband access, renewable energy, land tenure, and rural well-being The proposed contract will be awarded using a Sole Source Justification in accordance with FAR 13.106-1(b)(1)(i), "Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, proprietary data, brand-name or industrial mobilization)." Please see attached Sole Source Justification. The synopsis does NOT constitute an Invitation for Bids (IFB), a Request for Proposals (RFP) or Request for Quotes (RFQ) nor does it restrict the Government as to its ultimate acquisition approach. The Government does not intend to award a contract on the basis of this notice, nor will it reimburse firms for any costs associated with preparing or submitting a response to this notice. However, all responsible sources, meeting all requirements of the statement of work, which, if received within 5 calendar days of publication of this notice shall be considered by the Government. All responses must be submitted to the Government primary point of contact at the contracting office address shown below. If no written responses are received after the publication of this notice the contract will be awarded without further notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.

Sources Sought Notification for ParcelPoint Dataset This is a Sources Sought announcement issued by the United States Department of Agriculture (USDA), Economic Research Service (ERS) for informational and planning purposes only. This is NOT a solicitation, nor is it an announcement for a forthcoming solicitation. Submission of any information in response to this notification is purely voluntary. The Government assumes no financial responsibility for any costs incurred in providing a response. The ERS has a requirement for ParcelPoint Dataset by CoreLogic in accordance with the attached Salient Characteristics. Responses to this notification will help to determine the acquisition strategy for any future solicitation. Submission Instructions: Interested vendors are invited to submit a response to this notification by 5:00 PM EDT on August 2, 2022, to the attention of Mr. David Tibbs, Contract Specialist, david.tibbs@usda.gov. All questions asked shall be submitted in writing to the Primary Point of Contract and will be addressed accordingly. Responses should be no more than 10 pages and include the following information: 1. Organization Name; 2. Point of Contact name, e-mail address and phone number; 3. Organization UEI number; 4. Business size status for the applicable NAICS code; 5. A statement of capability to perform details of the requirement; 6. Confirmation of authorized reseller status for ParcelPoint Dataset. Interested vendors are instructed to provide only the data requested. No proprietary classified confidential or sensitive information should be included in your response. The Government reserves the right to use any nonproprietary technical information in any resultant solicitation(s). Any additional information will not be reviewed by the USDA.
