The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), in Beltsville, MD, intends to negotiate on a sole source basis a firm fixed-price contract with Refinitiv US, LLC., 3 Times Square, New York, NY 10036, for Refinitiv Eikon. The North American Industry Classification System (NAICS) code for this project is 511210 (Other Computer Related Services) with a Size Standard of $30 million. The Economic Research Service is a Federal agency within the US Department of Agriculture (USDA). ERS provides agricultural economic research and policy services that address issues at the forefront of domestic and global concerns. Within ERS, the Market and Trade Economics Division (MTED) monitors, evaluates, and conducts research on domestic and foreign economic and policy factors affecting agricultural markets and trade. ERS/MTED utilizes Refinitiv Eikon to fulfill the acquisition requirements in the attached statement of work. Refinitiv Eikon supplies the futures price data, critical for MTED Outlook and research programs. This contract would include cash prices, which are an essential part of Outlook analysis, and it permits using an API, allowing multiple economists/analysts to utilize at the same time. Period of Performance: Base Year: 09/01/2022 to 08/31/2023 Option Year: 09/01/2023 to 08/31/2024 Refinitiv Eikon has data on futures price data and cash data of a very large number of products, enabling analysts to look at broad trends at the consumer level. For those researchers who look at trends driven by consumer demand, this information is vital. Consumer demand has impacts on production and imports of both finished goods and raw materials. Following demand trends in any sort of quantitative way is difficult, but Refinitiv Eikon allows analysts to look at what futures price data, with up-to-date estimates backed up by time series of comparable data. Refinitiv Eikon data are used to prepare outlook analysis, the primary product of MTED accounting for 94% of web traffic. Refinitiv Eikon has extensive information on the economy, including commodities trading, corporate treasury, equities trading, fixed income trading and investment research, all of which have a significant input to outlook analysis. They offer multiple integrations, including but not limited to excel for ease of use. The data is provided in a multitude of formats via web or downloaded off web built on open technology platform. This allows significant flexibility in how data is consumed and used. Lastly, it is easy to cross-reference data which reduce workflow and ease the data burden when producing products. Refinitiv Eikon is the only vendor that can fulfill this requirement due to the breadth of data that interchangeably is conglomerated and output to users within ERS. Other vendor sources would require a substantial amount of time for ERS staff to ascertain information and configure for current products. Additionally, transitioning to new systems or products would require a substantial amount of time for staff to customize to their unique products.
