The United States Department of Agriculture, Agricultural Research Service (ARS), Human Resource Division (HRD) intends to issue an award to Crossmatch Technology, Inc. on a sole source basis. Award will be made pursuant to FAR 13.106-1(b)(1)(i) and 41 USC 253(c)(1), only one responsible source and no other supplies or services with satisfy agency needs. This is a requirement for Crossmatch Maintenance Agreement on current Crossmatch systems currently used by the ARS/HRD/Personnel Security Staff Branch. Crossmatch Maintenance Agreement enables continuous software support, including security updates and installment patches when necessary. The system provides pre-employment screening and collection of fingerprints for submission of required background investigation requirement. The current Crossmatch system platform requires an annual maintenance contract, in 12-month intervals, to ensure services are properly updated. Continuous services through the maintenance contract will cover, but may not be limited to software support, including security updates and installments of security patches when necessary; and will also cover any major software updates which may occur during a covered maintenance cycle. A continuous and recurring maintenance contract will be required for the life cycle of the current installed Crossmatch system. Crossmatch is the sole manufacturer and provider of the Crossmatch Maintenance Agreement. These products are available under Crossmatch’s GSA Contract Number #GS-35F-0199R. Potential sources who believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contact based on responses to this notice is solely at the discretion of the Government.
