The United States Department of Agriculture (USDA), Economic Research Service (ERS) intends to negotiate on a sole source basis a firm fixed-price, Purchase Order contract with: IHS Markit Group Limited 25 Ropemaker Street Ropemaker Place, 4th Floor London EC2Y 9LW United Kingdom The Economic Research Service is a Federal agency within the US Department of Agriculture (USDA). ERS provides agricultural economic research and policy services that address issues at the forefront of domestic and global concerns. Within ERS, the Market and Trade Economics Division (MTED) monitors, evaluates, and conducts research on domestic and foreign economic and policy factors affecting agricultural markets and trade. ERS/MTED is requesting to have IHS Markit Group Limited fulfill the acquisition requirements in the attached statement of work. IHS Foodnews service is uniquely situated as the only sole source provider of in depth Foodnews providing data by country and commodity. Data includes fruits, vegetables, fruit and tree nuts and specially processed foodnews data. USDA ERS MTED has been utilizing IHS Foodnews since June 17, 2017 and was originally selected due to other competitors such as Euromonitor and MarketsandMarkets not having as in depth resources and/or data geared towards packaged goods vice raw commodities. , The three services we use offer specific benefits in addition to the general benefits outlined above, only attainable from Foodnews. ERS has been using IHS Foodnews databases for several years successfully from 06/17/2017 to present day under contract, AG-32SB-P-17-0054 Current contract ends 7/16/2022 Period of Performance: Base Year: 7/17/2022 – 7/16/2023 Option Year 1: 7/17/2023 – 7/16/2024 Option Year 2: 7/17/2024 – 7/16/2025 Anticipated Date of Award: 7/14/2022 THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES. This notice is for informational purposes only and is not to be construed as a commitment by the Government. Vendors that believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.

The Government assumes no financial responsibility for any costs incurred in providing a response. The USDA has a requirement for licenses for dataset accessaccess to food and agricultural products, in accordance with the attached SOW. Responses to this notification will help to determine the acquisition strategy for any future solicitation. Submission Instructions: Interested vendors are invited to submit a response to this sources sought notification by 2p.m. on June 14, 2022, to the attention of Sandra Daniels, Contracts Specialist, sandra.daniels@usda.gov. All questions are asked to be submitted in writing to the Primary Point of Contract and will be addressed accordingly. Responses should be no more than 10 pages and include the following information: Organization Name; Contract Name, e-mail address and phone number; Organizations DUNS number; Contract vehicles you participate in such as General Services Administration (GSA), National Aeronautics and Space Administration (NASA) Solutions for Enterprise Wide Procurement (SEWP), National Institutes of Health (NIH) Information Technology Acquisition and Assessment Center (NITAAC), or any other vehicle; Business size status for the applicable NAICS code; A statement of capability to perform details of the requirement.
