The intent of this Pre-solicitation Notice is for informational purposes only. The U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), Contracting Operations Branch (COB) intends to award a sole source firm fixed price purchase order with a base period of one (1) year and four (4) one (1) year option periods to Haver Analytics, Inc. for historical time series data for macro strategy and research. Data offerings from daily market data to annual economic statistics. Global economic and financial coverage required. The proposed contract will be awarded using Sole Source Justification procedures citing the authority FAR 13.106-1(b)(1)(i), “Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available”. The incumbent, Haver Analytics, Inc. is currently performing these services on contract 1232SA19P0081. The sole source justification is attached for reference. The synopsis does NOT constitute an Invitation for Bids (IFB), a Request for Proposals (RFP) or Request for Quotes (RFQ) nor does it restrict the Government as to its ultimate acquisition approach. The Government does not intend to award a contract on the basis of this notice, nor will it reimburse firms for any costs associated with preparing or submitting a response to this notice. However, all responsible sources, meeting the requirements within the statement of work which, if received within 15 calendar days of publication of this notice shall be considered by the Government. All responses must be submitted to the Government primary point of contact at the contracting office address shown below. If no written responses are received after the publication of this notice the contract will be awarded without further notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.

This is NOT a solicitation, nor is it an announcement for a forthcoming solicitation. Submission of any information in response to this notification is purely voluntary. The Government assumes no financial responsibility for any costs incurred in providing a response. The USDA Economic Research Service (ERS) has a requirement for a vendor to provide historical time series data for macro strategy and research. Data offerings from daily market data to annual economic statistics and global economic and financial coverage required. See attached statement of work (SOW). Responses to this notification will help to determine the acquisition strategy for any future solicitation. Submission Instructions: Interested vendors are invited to submit a response to this sources sought notification by 2:00 p.m. on 3 June 2022, to the attention of Sarah E. Zhang, Contracts Specialist, sarah.zhang@usda.gov. All questions are asked to be submitted in writing to the Primary Point of Contract and will be addressed accordingly. Responses should be no more than 10 pages and include the following information: Organization Name; Contract Name, e-mail address and phone number; Organization’s UEI number; Business size status for the applicable NAICS code; Contract vehicles you participate in such as General Services Administration (GSA), National Aeronautics and Space Administration (NASA) Solutions for Enterprise Wide Procurement (SEWP), National Institutes of Health (NIH) Information Technology Acquisition and Assessment Center (NITAAC), or any other vehicle; A statement of interest in any forthcoming acquisition.
