The intent of this Pre-solicitation Notice is for informational purposes only. The U.S. Department of Agriculture, Agricultural Research Service (ARS), Contracting Operations Branch (COB) intends to award a sole source Purhcase Order to Kirlin Analytic Services for FoodAPS2 support to include: 1. Providing technical expertise to the Economic Research Service (ERS) to ensure that the 2nd round of FoodAPS leverages lessons learned for the first round to meet users’ needs, improves data quality, and increases costs and efficiency of collecting the data. 2. Providing technical support to external and internal users of the data, Agency and USDA officials, and cosponsors. 3. Coordinating the external and internal reviews of deliverables that FoodAPS contractor with be submitting over the coming year and consolidates the responses into one review to be submitted to FoodAPS contractor. 4. Proposing creative methodological solutions to addressing the unexpected challenges throughout the project. Works with ERS and FoodAPS contractor on investigating the cost-outcome tradeoffs of various solutions. 5. Managing reviews of submitted proposals for approval based on confidentiality requirements and purposes for which the data were collected for the first round of FoodAPS. 6. Participating in public dissemination of FoodAPS information, providing technical expertise/advice to various audience, including officials and researchers using the data. 7. Collaborating with ERS on various methodological and economic studies related to FoodAPS. 8. Organizing and preparing agendas for in-person meetings with the FoodAPS contractor with support and input from the FoodAPS team. The proposed contract will be awarded using a Sole Source Justification in accordance with FAR 13.106-1(b)(1)(i), "Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization)" The Sole Source Justification is attached for reference. The synopsis does NOT constitute an Invitation for Bids (IFB), a Request for Proposals (RFP) or Request for Quotes (RFQ) nor does it restrict the Government as to its ultimate acquisition approach. The Government does not intend to award a contract on the basis of this notice nor will it reimburse firms for any costs associated with preparing or submitting a response to this notice. However, all responsible sources, meeting all requirements of the satement of work, which, if received within 10 calendar days of publication of this notice shall be considered by the Government. All responses must be submitted to the Government primary point of contact at the contracting office address shown below. If no written responses are received after the publication of this notice the contract will be awarded without further notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.

Sources Sought Notification for FoodAPS-2 Support Services This is a Sources Sought Announcement issued by the United States Department of Agriculture (USDA) for informational and planning purposes only. This is NOT a solicitation, nor is it an announcement for a forthcoming solicitation. Submission of any information in response to this notification is purely voluntary. The Government assumes no financial responsibility for any costs incurred in providing a response. The USDA has a requirement for FoodAPS-2 support services in accordance with the attached Statement of Work (SOW). Responses to this notification will help to determine the acquisition strategy for any future solicitation. Submission Instructions: Interested vendors are invited to submit a response to this sources sought notification by 10:00 a.m. on April 20, 2022 to the attention of Zach Schuler, Contract Specialist, at zachary.schuler@usda.gov. All questions are asked to be submitted in writing to the Primary Point of Contract and will be addressed accordingly. Responses should be no more than 10 pages and include the following information: Organization Name; Contact Name, e-mail address and phone number; Organizations DUNS number; Business size status for the applicable NAICS code; A statement of interest in any forthcoming acquisition. A statement of capability to perform details of the requirement to include all requirements outlined in SOW and qualifications. Interested vendors are instructed to provide only the data requested. No proprietary classified confidential or sensitive information should be included in your response. The Government reserves the right to use any nonproprietary technical information in any resultant solicitation(s). Any additional information will not be reviewed by the USDA.
