The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), in Beltsville, MD, intends to negotiate on a sole source basis a contract with Clarivate Analytics (US) LLC, 1500 Spring Garden Street, Philadelphia, PA 19130 for: EndNote Software Site Licensing. Base Year plus four (4) one-year options. Clarivate Analytics is the sole manufacturer and seller of site licenses for Endnote software. While there are a few resellers that can provide a small number of licenses, the site license provides added value to the Government at a reduced cost. Agricultural Research Service (ARS) currently deploys EndNote to nearly 2000 scientists around the country to facilitate their preparation of required research publications. ARS has been using EndNote for nearly 10 years. The costs of transitioning to a competing software go beyond the cost of the software. Cost to the Government includes installation of the software, adoption of a new license management process, and training for users. Training can have hidden costs in that it can take a great deal of time and there is a likelihood of lost productivity as users climb the learning curve for a new unfamiliar tool. Total switching costs involved with adoption of a new software are burdensome to the government. Anticipated Date of Award: 02.01.2022 THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. Vendors that believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
