This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 Analytical Laboratory Instrument Manufacturing. This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations (FAR); Federal Acquisition Circular 2021-06. The USDA/ARS/SEA, Natural Products Utilization Research Unit, University, MS location is seeking contractor to provide (1) ASSIST PLUS Robot base unit, pipettors, cable, cover, communication module, stand, tips, reservoirs, bags, preventative maintenance, and installation & training. Must include ALL of the following: (1) ASSIST PLUS Base Unit, (1) VOYAGER Pipette 12-Channel, 5 – 125 µl, (1) VOYAGER Pipette 8-Channel, 50 – 1250 µl, (1)Communication/Charging Cable for VIAFLO/VOYAGER Pipettes, (1) Protective Cover for ASSIST PLUS, (2) Pipette Communication Module, (1) Linear Stand, (2) GRIPTIP 6000 125 µl GRIPTIP, Sterile, Filter 5 XYZ Racks of 384 Tips, Low Retention For use with 50, 100 and 125 µl INTEGRA Pipettes and VIAFLO 96/384, (2) GRIPTIP 6000 1250 µl GRIPTIP, Sterile, Filter 5 Racks of 96 Tips, Low Retention For use with 1000 and 1250 µl INTEGRA Pipettes and VIAFLO 96/384, (1) 25 ml SureFlo Disposable Reservoir, Sterile, 30 Individually Wrapped, Polystyrene, (1) 10 ml SureFlo Disposable Reservoirs, Sterile, 30 Individually Wrapped, Polystyrene, (1) Bags for Tip Waste Bin 200 Bags, (1) ASSIST PLUS Platinum PM Program, (1) Installation and Training ASSIST PLUS. In order to be considered for award Offerors shall provide: Quote on company letterhead detailing the item description, unit price per item, discounts for trade-ins, total price and valid for at least 60 days after receipt of quote. QUOTED PRICE MUST INCLUDE: any delivery costs as well as any applicable duties, administrative, brokerage, or customs fees. DELIVERY DATE: Products should be delivered within 30 days After Receipt of Order (ARO). PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer. Contractors intending to conduct business with the Federal Government MUST register with the System for Award Management (SAM) database prior to submitting quotation. You may register online at www.beta.sam.gov. Any amendment and documents related to this procurement will be available electronically at the Internet site: http://www.beta.sam.gov. FAR 52.212-2, Evaluation-Commercial Item, the significant evaluation factors, in the relative order of importance, are (i) price (based on F.O.B. Destination), technical and past performance are approximately equal to price. (ii) technical capability of the item offered to meet the Government requirement including delivery date; (iii) past performance. Award will be made based on overall BEST VALUE to the Government. The government anticipates award of a firm fixed priced contract to a Small Business set-aside resulting from this solicitation to the responsible offeror whose offer conforms to the specifications that will be the most advantageous to the government in accordance with FAR 13.106-2. Responses shall include technical specifications, descriptive material, and capabilities of the offeror’s equipment. Offerors shall identity where the offered item meets or does not meet each of the Government's functional and performance minimum specifications listed herein. All sources wishing to furnish a quotation must respond by Monday, August 23, 2021, no later than 4:00 p.m. central daylight time.
