The intent of this Pre-solicitation Notice is for informational purposes only. The U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), Contracting Operations Branch (COB) intends to award a sole source firm fixed price purchase order with a base year and one (1) one (1) year option period to Osma Suominen (Osuuskunta Sange) for technical support and training services for the upgrade and initialization of the National Agricultural Library Thesaurus (NALT) for the Machine Age project for the National Agricultural Library (NAL) in Beltsville, MD. The proposed contract will be awarded using Sole Source Justification procedures citing the authority FAR 13.106-1(B)(1) Only One Source Reasonably Available. The sole source justification is attached for reference. The synopsis does NOT constitute an Invitation for Bids (IFB), a Request for Proposals (RFP) or Request for Quotes (RFQ) nor does it restrict the Government as to its ultimate acquisition approach. The Government does not intend to award a contract on the basis of this notice nor will it reimburse firms for any costs associated with preparing or submitting a response to this notice. However, all responsible sources, meeting the requirements within the statement of work which, if received within 15 calendar days of publication of this notice shall be considered by the Government. All responses must be submitted to the Government primary point of contact at the contracting office address shown below. If no written responses are received after the publication of this notice the contract will be awarded without further notice. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.

Sources Sought Notification for Upgrade and Initialization of National Agricultural Library Thesaurus for the Machine Age This is a Sources Sought Notice issued by the United States Department of Agriculture (USDA) for informational and planning purposes only. This is NOT a solicitation, nor is it an announcement for a forthcoming solicitation. Submission of any information in response to this notification is purely voluntary. The Government assumes no financial responsibility for any costs incurred in providing a response. The USDA has a requirement for integrating assessment to recommend or apply changes to IIB overall business operations and workflows, and state of the art technology. The expected outcomes are to 1) develop quality metrics and increase automation of NAL subject indexing using NALT, and 2) support the curation of NALT itself through automation, and 3) through the engagement of subject matter experts, and 4) allow NAL to provide relevant, new state-of-the-art tools and services for the agricultural research and library communities in accordance with the attached SOW. Responses to this notification will help to determine the acquisition strategy for any future solicitation. Submission Instructions: Interested vendors are invited to submit a response to this sources sought notification by 4:30 p.m. on 5 August 2021, to the attention of Sarah E.
