STATEMENT OF WORK Thermography Equipment and Related BACKGROUND The Animal and Plant Health Inspection Service (APHIS), Animal Care (AC), Horse Protection (HP) program is seeking thermography equipment for use during HP inspections to detect abnormal areas of the pastern that may indicate soring practices as defined in the Horse Protection Act (HPA). The HPA prohibits horses subjected to a cruel and abusive practice used to accentuate a horse’s gait called soring from participating in exhibitions, sales, shows, or auctions. To facilitate enforcement of the HPA, thermography is used on horse’s pasterns to detect illegal substances on the horse’s pasterns. SERVICE The contractor will supply USDA with the below equipment and with equipment customer technical support.
