This Sources Sought Notice is being issued for informational purposes only and shall not be construed as a solicitation or as an obligation on the part of the USDA, ARS. ARS is conducting a Market Survey to identify the availability and interest of firms as potential sources for scientific publications (attached) for the National Agricultural Library located in Beltsville, Maryland The North American Industry Classification System (NAICS) code for this project is 511120 with a Size Standard of 1,000 employees. The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), National Agricultural Library (NAL) requires electronic access via IP authentication to scientific publications (journals, ebooks, etc.) published and licensed by Elsevier BV for use by all USDA employees, contractors, cooperators, and authorized public on-site visitors. 1. The contractor shall provide electronic access via IP authentication over the Internet to specified scientific publications published and licensed by Elsevier BV, for use by all USDA employees, contractors, cooperators, and authorized public on-site visitors. All USDA locations worldwide are to be considered as authorized premises. Only USDA employees and contractors, cooperators and volunteers performing the work solely for and on behalf of USDA and acting within the scope of their relationship with USDA and authorized public on-site visitors are considered authorized users of the subscribed resources. In this context, the word “Cooperators” refer to representatives of agencies with which USDA has entered into formal Cooperative Agreements. In conjunction with a current subscription to selected Elsevier ScienceDirect and Cell Press journals, the contractor shall provide electronic access via the Internet to the Elsevier Freedom Collection journals. 2. In addition to internal use, authorized users have the right to use content of the journals for ordinary business, scholarly and educational purposes of USDA, including but not limited to viewing, printing, saving, reusing and disseminating content. 3. The contractor shall make the subscribed content accessible 24 hours per day. Authorized users shall be granted access to the subscribed content through the IP authentication process without any impediments. Additional details provided in the Statement of Work attached.
