This is a Combined Synopsis/Solicitation announcement for commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotes are being requested and a written solicitation will not be issued. Solicitation number 1032581NFITR is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05 (March 10, 2021). This is a total small business set-aside and the associated North American NAICS code is 333993 Packaging Machinery Manufacturing, PSC 3540 Wrapping and Packaging Machinery The line item will be 1 TVG Maxi 100 skin H35, Seal, Map, and Skin tray packaging machine The machine shall be according to the attached specifications. I. Introduction USDA-ARS Food Safety and Intervention Technologies Research located in 600 East Mermaid Lane, Wyndmoor PA 19038 has a need for a packaging unit with multiple functions (VP, MAP and VSP) in furtherance of research to extend shelf-life, improve quality, and enhance/improve safety of food products. The methods include vacuum packaging, MAP packaging, VSP packaging and antimicrobial packaging. II. Period of Performance Delivery shall be 60 days after receipt of order (ARO) III. Specifications: Vacuum packaging is required. Must have ?100 cubic meter vacuum pump. MAP (modified atmosphere packaging) is Required. Must have a port to connect to a gas cylinder. Skin packaging is required. Skin-Pack works on both cardboard and tray. 3 in 1 Multifunction is required. The same machine can do three functions mentioned above. Use the same tray for MAP and SKIN and vacuum Seal. No need to change the tray, only the mold when do MAP or SKIN. Type of machine. It is a semi-automatic drawer style, a standalone unit on floor and is also easily movable on wheels. Materials for body/wheels. It is made completely of stainless steel (body and wheels) for easy clean and sanitation. Unit size/ dimensions. Not exceed 35" (L) x 45" (W) x 60” (H) to save lab space Operation and Safe features. The machine has an automatic start of the cycle with the push of the two start buttons (Safety feature), film trim rewinder, and an end of cycle tray lifter. Up to 3 cycles per minute. Air connection. The machine is fitted with an air line and fittings to connect to the compressed air source. Trays and package film. Must have trays and package films available to be used for the machine, and also multiple sizes and shapes of trays are available for selection and used for the same machine. Voltage. 110V or 220V 3 Phase 60Hz. Manual. Must provide operation manual. Costumer service/technical support must be available after sale and comes with a minimum 1-year warranty. Total price shall include machine, molds of MAP and SKIN and shipping cost. Delivery shall be 60 days ARO to Wyndmoor, PA 19038. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: best value based on price and non-price factors Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.
