The USDA, ARS, Beltsville, MD is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to perform full on-site repair for BIO-RAD Real-Time PCR Systems. THIS IS A Sources Sought Notice ONLY. The complete support plan provides unlimited repair inclusive of travel, parts, and labor which includes the Bio-Rad thermal cycler and the CFX96 Optical Reaction Module. The yearly plan includes 12 months of service for instrument failures or needed repairs on-site. The service covers the cost of the materials/parts needed and the service engineer who performs the tasks on a SOLE SOURCE basis. USDA, ARS is seeking vendors that may be able to perform this requirement in order to support a competitive procurement. Accordingly, the U.S. Government highly encourages all interested businesses (large and small) to respond to this sources sought synopsis. The proposed sole source firm fixed price contract to BIO-RAD for the procurement of monthly service repair for the Real-Time PCR Thermal Cycler and the CFX96 Optical Reaction Module is operated by the Animal Biosciences and Biotechnology Laboratory, Beltsville, MD. The Bio-Rad plan provides services and repair for Bio-Rad instrumentation. The support plan includes on-site service for needed repairs. The service covers 12 months of unlimited repair inclusive of travel, parts, and labor which includes the Bio-Rad thermal cycler, the CFX96 Optical Reaction Module, and the service engineer who performs the tasks in addition to telephone and email access to instrument technical support. Response time for service is three to five business days for on-site repairs. The period of performance is base of 12 months. The statutory authority for the sole source procurement is 10 USC 2304, 41 U.S.C. 1901, FAR 13.5 (a)(2)-- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
