Description(s): This is a Combined Synopsis/Solicitation announcement for commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotes are being requested and a written solicitation will not be issued. Solicitation number 1024919NRSS is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-03 (February 16, 2021). This is a total small business set-aside and the associated North American NAICS code is 113210 - Forest Nurseries and Gathering of Forest Products and small business size standard is Classification is 12.0 million dollars. The line item will be approximately 1,100 bags delivered per load The pine shavings shall be according to the attached specifications. I. Introduction The Beltsville Area Research Support Services located in 10300 Baltimore Ave, Bldg 1190 BARC East Beltsville, MD requires pine shavings for animal bedding. II. Period of Performance Period of performance shall be from April 21, 2021 through April 20, 2026 III. Specifications: 1. Quantity: Approximately 1,100 bags delivered per load. Yearly total of a minimum 4,400 Bags up to a maximum 6,600 Bags (roughly 4 to 6 trailer loads of shavings). 2. Delivery Schedules: minimum of four deliveries occurring every 3 months throughout the period of performance. First delivery to occur on or about April 2021. Subsequent deliveries to occur approximately in June 2021, September 2021 and December 2021 with a minimum of 2 weeks’ notice required prior to delivery. Additional orders may be on a as needed basis with at least 2 weeks prior notice. 3. Type: Pine shavings maybe Kiln or Rotary Dried. 4. Size: compressed size shall be 3.0 – 3.5 cu. Ft. per bag. Minimum uncompressed size shall be 8.0 cu. Ft per bag. 5. Packaging: Shavings shall be packaged as follows; plastic bags, palletized and shrink wrapped. End User must be able to unload pallets with a pallet jack. The period of performance shall be 5 years (April 21, 2021-April 20, 2026) four deliveries within 12 months of ARO each year. The Place of performance shall be: Beltsville MD 20705 The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. No addenda apply. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: best value based on price and non-price factors Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. Prospective vendors shall complete electronic annual representations and certifications, and shall be registered in the System for Award Management database at http://www.beta.sam.gov at the time of submittal of quote. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition including any addenda to the clause. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and a statement regarding which, if any, of the additional FAR clauses cited in the clause are applicable to the acquisition. The contractor shall carry out the services as per attached SOW in a timely and acceptable manner. The government intends to award a Firm Fixed Price Contract in April 2021 to the offeror with the best value to the Government.
