The U.S. Department of Agriculture (USDA), Office of the Assistant Secretary for Civil Rights (OASCR) requires a sole source, brand name, fixed price contract with Tyler Technologies to continue to provide, host and support iComplaints/ETK-EEO, OASCR’s existing enterprise web-based Equal Employment Opportunity (EEO) Complaint Management and Reporting System, using the simplified procedures for certain commercial items under Federal Acquisition Regulation (FAR) Part 6.302-1 as there is only one responsible source for the iComplaints/EEO-ETK software and no other supplies or services will satisfy agency requirements.
