This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation 1018909RFQ is being issued as a Request for Quotation. This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Circular FAC 2021-02 through Nov 23, 2020. All responsible sources may submit a quote. The associated North American Industry Classification System (NAICS) code is 811310 - Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. USDA ARS requires a Preventive Maintenance and Service contract for a base year plus three (3) option years for an Applied Biosystems 3500 Genetic Analyzer. The equipment is currently not on a maintenance contract and quote must include if a recertification fee will be required and applied or waived. See attached Statement of Work (SOW) Place of Performance: USDA, ARS, 10300 Baltimore Ave., Beltsville MD 20705 Period of Performance: One base year - December 2020 to December 2021 from date of award Option Year 1 – December 2021 to December 2022 from date of award Option Year 2 – December 2022 to December 2023 from date of award Option Year 3 – December 2023 to December 2024 from date of award This combined synopsis & solicitation notice is a request for competitive quotations. Therefore, all capability statements or quotations received prior to the RFQ close date will be considered by the USDA, ARS. The Government will award a single Firm Fixed Priced purchase order contract resulting from this RFQ to the responsible offeror whose offer represents the best value in terms of best value with price being more important than technical. Provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Provision at 52.212-2, Evaluation-Commercial Items applies to this acquisition. Evaluation will be based on best value with price being more important than technical. Offers must have a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, uploaded on beta.sam.gov by the time quotes are due. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.
