This is a combined Synopsis/solicitation for the United States Department of Agriculture, Agriculture Research Service, prepared in accordance with the format to Subpart 12.6, as supplemented with additional information included in this solicitation. This announcement constitutes the only solicitation, quotes are being requested and a written notice, will not be issued. Solicitation Number 1011830 - is issued as a request for quotation (RFQ). This solicitation document incorporates provisions and clauses which are in effect through Federal Acquisition Circular 2020-06 dated June 5, 2020. This solicitation shall be reserved exclusively for small businesses with a small business size standard - threshold of $27.5 Million as annual income - referencing North American Industrial Classification Code - NAICS Code -541511. Mermaid Lane - Wyndmoor, Pennsylvania 19038 Please make sure You include (Not to Exceed) Shipping Charges to the address listed directly above – when submitting Your quote. ________________________________________________________________________________________ STATEMENT OF WORK Update and Support for ComBase and Online and Desktop Pathogen Modelling Program (PMP) ComBase: ComBase, an online quantitative food microbiology tool, was developed and maintained as a collaboration between the USDA Agricultural Research Service (USDA-ARS), University of Tasmania, and other partners over time. In 2020, the University of Tasmania notified USDA-ARS of their intent to cease this agreement and requested that USDA-ARS resume the role of ComBase Managing Partner. To ensure continuous availability of the tool, the transfer of ComBase to be managed by USDA-Agricultural Research Service is urgently required. ComBase is currently hosted with a third-party provider managed by the University of Tasmania. The following tasks need to be performed: 1. Transfer ComBase and any related components to a new dedicated server at the ERRC. The existing ComBase website and associated applications must be transferred and updated from the current third-party provider to a server hosted in-house by ERRC. The updates, for example, include updating logos, page text and contact information. 2. Continue to provide support for ComBase: Process and upload new datasets, modify website content, respond to user queries, and provide support for the ComBase Advisory and Scientific Groups. Update USDA- Pathogen Modeling Program (PMP), both online and the desktop versions: After the published papers are provided by the ERRC, add up to 11 new predictive models. Produce a new desktop version of the PMP. Minimum Requirements - • Technical experience with the ComBase website and related applications • Technical experience with the PMP online and desktop applications • Predictive microbiology expertise required to review and understand the scientific publications • Statistical modelling expertise relevant to food safety • Expertise in hosting and developing Windows-based applications such as ComBase and PMP, including database development in SQL Server and web hosting with IIS Web server. • Experience working with scientific advisory groups to provide technical advice. ___________________________________________________________________________________________________________ Clauses/Provisions Incorporated by reference: This requirement incorporates one or more clauses by reference with the same force and effect as if they were given in full text.
