Dr. Downing will provide USAID/Kenya with: (1) providing support in the design and assessment of GFSS activities related to the Journey to Self-Reliance (J2SR), agriculture, food and water security, resilience and resilience measurement, market systems, Monitoring, Evaluation and Learning; (2) the development of procurement documents for Kenya GFSS market systems, resilience and learning programming; (3) contribution to the design and implementation of Regional and Kenya MEL activities that support measurement of GFSS programming; (4) providing technical support on resilience measurement, policy enabling environment at the bilateral and regional levels; and (5) other items as identified in the SOW.
