This Solicitation is hereby amended to change the closing date and time to September 26, 2020 at 10:00 a.m. This is a Combined Synopsis/Solicitation announcement for commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Solicitation number 1006028NEPSWL is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-07 corrections. North American Classification Code (NAICS) 335312 - Motor and Generator Manufacturing is applicable. Interested offerors must submit their proposals for the back-up generator. Product Specification/Service description: SYSTEM REQUIREMENTS Backup generator, 20 kW-36 kW, 120/208 volts, 3 phase, fueled by LP or natural gas Sound-reducing aluminum enclosure to withstand 150 MPH or greater wind speed Cement base/pad Transfer switch to automatically activate standby generator when primary power is lost 12 volts start-up battery Questions or telephone inquiries will not be accepted. All responses will be evaluated. The government intends to award a Firm Fixed Price Contract in September 2020 to the offeror with the best value to the Government, where technical and past performance is more important than price. All proposals shall be submitted via email to althea.paul@usda.gov by Saturday September 26 at 10:00 a.m. EDST. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the USDA will provide no hard copies. The solicitation will only be available for download at no charge at the Federal Business Opportunities (FBO) website (http://www.fbo.gov). No other site shall be used to obtain these documents. Prospective vendors shall complete electronic annual representations and certifications, and shall be registered in the System for Award Management database at http://www.sam.gov.
