Notice of Intent to Sole Source: The USDA intends to award a sole source firm fixed price purchase order to Siemens Industry Inc. The purpose of this contract is to secure Siemens Industry Inc. services to upgrade control panels to get full functionality from the addition of Siemens PXC for BACnet integration to CRAC and Siemens Thin Client Migration as per attached Statements of Work. Only upgrade from Siemens Industry Inc. will provide the following: One MEC to upgrade to an Ethernet PXCM, work during normal hours, all IO to be TX-IO for PXCM, USDA to provide unit shut down, and start-up, and manually maintain conditions during the upgrade. Complete upgrade is expected to occur 6am-6pm with USDA personnel present to accept completion and escort Siemens techs, existing programming and points to remain “as is”, snapshot the code before starting and make sure it matches after completion. Point verification will be provided to ensure it is working properly, new PXM and TX-IO modules will be mounted into existing enclosures, or new enclosure provided, the existing point density, PPCL programming, point names, field devices, wiring, enclosure and power supply shall reused for the new PXC controller, all equipment controlled by MEC/MBC during the upgrade shall manually operate, point modules will remain and will be used by Siemens for stock for repairs, one hour of demonstration will be provided at conclusion of each upgrade during same day as upgrade and will demonstrate connectivity with 426, and built panel lay-out. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
