This prospectus is being issued to solicit applications for a concession campground special use permit. A permit to provide high-quality public service in the operation and maintenance of Government-owned recreation facilities located on the Brownstown and Tell City Ranger Districts, Hoosier National Forest (HNF), will be issued. Twenty-Three (23) developed recreation sites are included in this prospectus. The sites are grouped together into three (3) separate administrative units (groups) based on locality (close proximity to one another) - Harden Ridge Recreation Area (HRRA) on the Brownstown Ranger District, Indian-Celina Lakes Recreation Area (ICLRA), and Tipsaw Lake Recreation (TLRA), both on the Tell City Ranger District. Applicants must apply for all the groups as one bid item. The HNF will not entertain proposals for optional items, such as bids on individual campgrounds/sites, or excluding an area. Bids on individual campgrounds/sites or excluding an area from its group will fail to meet the requirements and will be deemed nonresponsive and disqualified from the competition. Depending on the award of the final bid(s), one permit will be issued for all the groups (recreation areas) advertised in this prospectus to an applicant. Additional potential business ventures may be allowed at the sites such as kayak/paddleboard/boat/bike rentals if concessionaire desires to do so. Concession stands and/or camp stores may be allowed if mutual agreement and functionality is attainable. The recreation sites in this prospectus are currently under concession with one special-use permit. The current permit expires at midnight on December 31, 2023. A new special-use permit will be issued authorizing this prospectus. The permit(s) term is for five (5) years to 2028 and may be extended up to an additional five years to 2033 by amendment at the sole discretion of the authorized officer based on sustained satisfactory performance or administrative need.
