This is a SOURCES SOUGHT NOTICE: 9594CS23Q0039 This is a SOURCES SOUGHT SYNOPSIS. This announcement seeks information from industry, which will be used for preliminary planning purposes. No quotes or proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR QUOTES or PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Respondents will not be notified of the results of this synopsis. The Court Services and Offender Supervision Agency (CSOSA) has been tasked with soliciting and awarding a contract in which a Contractor administers an evidence-based curriculum or course that instructs offenders in Fatherhood by utilizing and teaching participants positive parenting skills, financial literacy, and job search preparation content, including job placement and apprenticeship. The proposed procurement will be a competitive, firm-fixed price contract. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Information received from this Sources Sought Synopsis may be utilized in preparing potential solicitation documentation. It is the Contractor's responsibility to identify proprietary information in response to this synopsis. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone) and Service-Disabled Veteran-Owned Small Business (SDVOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small Business, Section 8(a), HUBZone and SDVOSB businesses are highly encouraged to participate. Description/Scope of Work: The Contractor shall provide all services, personnel, equipment, materials and books, supplies, and any other items as well as non-personal services to administer an evidence-based curriculum or course that instructs offenders in Fatherhood that utilizes and teaches participants positive parenting skills, financial literacy, and job search preparation content to include job placement and apprenticeship. The Contractor shall have partnerships through which it can provide participants with apprenticeships or job placement. Curriculum/Course: The evidence-based curriculum or course must have a third (3rd) party endorsement and published assessments of its application or efficacy. The published assessments must demonstrate that the curriculum or course, when instructed by certified and qualified personnel resulted in a positive impact on fathers’ parenting skills. If a chosen curriculum or course contains only parenting skills, the Contractor’s course design shall supplement it with financial literacy and employment skill content. The curriculum or course may include topics such as those listed below, provided that the overall curriculum or course include parenting skills, financial literacy, and job skill preparation content. Emotional Support: The father's ability to provide emotional support and affection to their child, which is important for building a strong bond and fostering positive emotional development. Discipline: The father's ability to establish clear rules and expectations for their child's behavior, as well as their ability to enforce consequences when those rules are not followed. Parenting Communication: The father's ability to communicate effectively with their child, both verbally and nonverbally, and to listen to their child's thoughts and feelings. Workplace Communication: The father’s ability to communicate effectively with co-workers and employers, both verbally and nonverbally. Problem-Solving: The father's ability to identify and address problems that may arise in the parent-child relationship, as well as their ability to help their child develop problem-solving skills. Role Modeling: The father's ability to model positive behavior and values for their child, as well as their ability to help their child develop a sense of identity and purpose. Cognitive Stimulation: The father's ability to provide their child with opportunities for learning and intellectual development, such as reading, playing educational games, and engaging in creative activities. Health and Safety: This measures the father's ability to provide for their child's basic needs, such as nutrition, sleep, and safety. Legal Issues: The father’s knowledge of his legal rights and responsibilities as a father, including child custody, child support, and paternity issues. Financial Literacy: The father’s knowledge of banking, budgeting, saving, and credit/debt management. The Contractor shall specify the number of sessions an individual has to attend to complete the curriculum or course in its entirety. All equipment, materials, items, and personnel utilized in the curriculum or course must comply with all standards and meet all requirements to enter a facility that is owned or operated by the Government The Contractor’s group facilitator(s) shall meet with each participant, assess his parenting needs and apprenticeship/job placement interest. The individual plan shall identify areas of parenting needs and the participant’s apprenticeship/job placement goals. Qualifications and Certifications: The Contractor shall identify a Group Facilitator(s) who possesses certification or proof of training to deliver the Contractor’s chosen evidence-based curriculum or course. Key personnel will also possess at least two years of experience teaching the curriculum or course. The Contractor shall provide all personnel necessary to provide the required services in accordance with the terms, conditions and specifications contained in this purchase order. Equipment and Supplies: The Contractor shall provide all necessary equipment, supplies, tools, materials or books, and other items as well as non-personal services necessary to administer an evidence-based curriculum or course. NAICS Code: 621330 – Office of Mental Health Practitioners (except Physicians) Small Business Size Standard: $9.0M Federal Service Code: U099 – Education/Training - Other Firm's response to this Synopsis shall be limited to 5 pages and shall include the following information: 1. Firm's name, address, point of contact, phone number, and e-mail address. 2. Firm’s capabilities statement to include website (if applicable) that demonstrate knowledge of and past experience in providing an evidence-based curriculum or course for Fatherhood. 3. Experience: Contractor must provide a brief description of same or similar services, customer name, timeliness of the performance, customer satisfaction and dollar value. If any, past government, or private sector contracts for same or similar services please provide contact information for the contracting representative or office that awarded or administered the contract (name, email, and phone). 4. Firm's small business category and Business Size (Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service-Disabled Veteran-Owned Small Business (SDVOSB). 5.
