Amendment 1 - Questions and answers posted as an attachment. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 in conjunction with Subpart 15, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06. This is a requirement for a firm fixed-price contract for web-scraping and information technology systems development services in accordance with the attached Performance Work Statement. Included in the Performance Work Statement are all the terms and conditions for this requirement, including Instructions to Offerors and requirements for proposal information and submission. Delivery and acceptance shall be to the CPSC point of contact included in the contract and in accordance with Local Clause 1 A for the delivery of any items to CPSC. The provision at 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. In addition to the requirements of FAR 52.212-1, the proposal must prominently display the offeror's Taxpayer Identification number, CAGE code and Unique Entity Identification number, as well as contact information for the offeror's point of contact for the proposal. SAM.gov registration is required to be considered for award. The proposal must be valid through September 30, 2022. No exceptions to the Government terms and conditions will be accepted. The proposal must be submitted via email to the Contract Specialist at csterba@cpsc.gov. The provision at 52.212-2, Evaluation-Commercial Items, does not apply to this acquisition. The evaluation information is included in the Instructions to Offerors section of the Performance Work Statement. The provision at 52.212-3, Offeror Representations and Certifications-Commercial Items applies to this requirement, and is included in the attached Performance Work Statement. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and is incorporated by reference. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The clauses required for this solicitation are selected in the attached Performance Work Statement. All other required clauses, terms, and conditions are included in the attached Performance Work Statement.
