This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Items,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Proposals are being requested, in accordance with the written Request for Proposals. This solicitation is a Request for Proposals (RFP). The associated North American Industrial Classification System (NAICS) code for this procurement is 541720, with a small business size standard of $22M. The CFPB is seeking a Contractor to assist CFPB to execute research, experiments, and studies via the internet. The Contractor will carry out support tasks only, including providing support with CFPB’s submission to the Office of Management and Budget (OMB) for Paperwork Reduction Act (PRA) package; obtaining Institutional Review Board (IRB) approval, if necessary; recruiting and screening for high-quality participants; paying participants; and, possibly, matching study data with administrative data. Depending on the requirements of a study, participants may be paid a fixed amount, or they may be paid an amount that depends on their choices and/or the choices of other participants in the study. A virtual pre-proposal conference will be held on May 20, 2021 at 2:00 p.m. To be included in this conference, you must notify both the Contracting Officer and Contract Specialist no later than 1:00 p.m. on Monday, May 17, 2021. Offerors may e-mail questions requesting clarification of the RFP to the Government via both the CO and CS no later than 3:00 PM Eastern Time on May 27, 2021. All responsible sources may submit a response which, if timely received, will be considered by the agency. All interested companies shall provide a Proposal for the services detailed in the attachment 9531CB21R00005 - Online (Virtual) Research Support. Proposals shall be delivered via e-mail to both the Contracting Officer and Contract Specialist, no later than 3:00 PM Eastern Time on June 17, 2021.
