Handshake is the primary digital job platform for over 950 colleges and universities, with access to 6 million students and recent graduates. During the Bureau’s hiring freeze in 2018, when Office of Human Capital was not attending any recruiting events in person, the Director's Financial Analyst program engaged in a digital recruiting campaign on the site, which enable the program to successfully hire the 2019 Cohort. The platform was successfully used to recruit for the 2019 Summer Student Volunteer Program as well as continually used for recruiting for the Legal Externship Program. The Office of Human Capital's (OHC) Talent Acquisition Team has had continued success in using the platform for recruiting for the Bureau’s various student programs. Continued utilization of the program, with the upgrade to the premium package, would ensure the Bureau has a robust, diverse pool of student and recent graduate hires that will produce a strong return on investment, as well as a sustainable recruiting pipeline for the future. Due to the robust nature of this hiring tool for college graduates, the OHC has determined Handshake is the only vendor that can meet the Bureau's needs. This is not a solicitation; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency, no later than July 15, 2021.
