The Commodity Futures Trading Commission (CFTC) intends to procure on a sole source basis from Stryder Corp, dba Handshake, five (5) Premium Recruiter Licenses of the Talent Engagement Suite and five (5) licenses to obtain access to the Insight Module. A recent Executive Order “charges agencies with developing new recruitment partnerships to ensure that the Federal government can recruit our Nation’s best talent,” and specifies building “a more diverse pipeline into public service through new recruitment partnerships.” Handshake has a reach of over 1,000 schools, alumni and other organizations with over 6 million students and graduates using the tool. In addition, Handshake supports over 170 Minority-Serving Institutions. Handshake is the only tool that meets the Commission’s requirements for expanding recruitment and building new recruitment partnerships to build a more diverse talent pipeline. This requirement includes a 12-month base period. In addition, the requirement includes a renewal option of one year as well as an option to procure five (5) additional licenses of both the Talent Engagement Suite and Insights Module. The Government intends to procure this requirement under FAR 13.106-1(b)(1) and 41 U.S.C 3304(a)(1) – “the property or services needed by the executive agency are available from only one responsible source and no other type of property or services will satisfy the needs of the executive agency.” THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS nor a solicitation of offers. However, the Government will consider written responses from all responsible sources received by 5:00pm ET, August 26, 2022. Written responses must include sufficient information to establish capability to fulfill the requirement. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the Government. Information received will be considered solely for the purposes for future Market Research requirements. No formal solicitation package is available. The Government will not be responsible for any costs of preparation in response to this announcement.
